Campaigners claim positive lists address many pet-related issues and several governments around the world have implemented positive-list legislation. So what is a positive list? Do they work, and what are the unintended consequences?


Meaningful pet welfare hinges on evidence supported by robust data. Sadly, data to accurately measure and improve welfare isn’t currently available.
But it could be.
Existing datasets and processes could easily be leveraged to help establish evidence-based benchmarks, guide targeted interventions, and track improvements. To effectively address animal welfare challenges, we must commit to data-driven strategies and measurable outcomes.


Extreme breeds are animals with selectively-bred characteristics that compromise their health and wellbeing. While selective breeding has benefitted both humans and animals for centuries, extreme breeding prioritises extreme breeding prioritises appearance over welfare.
